Donald Trump proposes a new rule to govern career government employees.

Trump said: “Moving ahead, career government workers working on policy issues will be classified as Schedule Policy/Career, and will be held accountable to the highest conduct and performance.”


Truth Social:

The Office of Personnel Management, in response to my Day One executive order, will issue new Civil Service Regulations applicable to career government employees. Career government employees who work on policy issues will now be classified under “Schedule Policy/Career” and held to the highest standards in conduct and performance. These government employees who refuse to promote the policy interests or engage in corrupt behavior should be fired. It is common sense and will enable the federal government to be “run as a business”. We must eliminate corruption and implement accountability within our Federal Workforce!

A memo from the White House cites an estimate by the Office of Personnel Management of the administration that the change will affect “around 50 000 employees or 2% of federal workforce.”


Fox News reported

In a memo released on Friday, the White House stated that the Office of Personnel Management of the Trump administration estimated that the rule change contained in the executive order “Restoring accountability to policy-influencing positions within the Federal Workforce”, would affect approximately 50,000 employees. This is 2% of federal workers.

Civil service employees with “important policy-determining or policy-making duties, or those who advocate for policy or have confidential duties” are now considered “at-will employees” and “will not be subject to burdensome adverse action procedures, nor will they have access to appeals.” This is a change from the Biden Administration’s regulations which protected low-performing employees.
