Rapid Response 47 22 September 2025
Section 1. Antifa: A terrorist threat Antifa, a militarist, anarchist organization, calls explicitly for the overthrow the United States government, law enforcement agencies, and our legal system. To achieve these goals, it uses illegal methods to organize and implement a nationwide campaign of violence and terror. This campaign includes coordinated efforts to obstruct the enforcement of Federal law through armed standoffs, organized riots and violent assaults against Immigration and Customs Enforcement and law enforcement officers. It also involves routine doxing and other threats made towards political figures and activists. Antifa recruits and radicalizes youth to participate in violence and suppress political activity. It then uses elaborate methods and mechanisms to conceal the identities of their operatives and funding sources, in order to frustrate law-enforcement and recruit more members. Antifa members and those acting on their behalf coordinate with other groups and organizations to spread, foment, and advance political violence, as well as suppress lawful political speech. Domestic terrorism is this organized effort to achieve policy goals by coercion or intimidation.
