He was referring Donald Trump.

David Brody (Interviewer:) As it relates specifically to Trump, what do you think of him in terms of, um… his impact on history?Chuck Todd: Oh look. Since FDR, I don’t believe anyone has had such a huge impact on our country. You know, that’s exactly what I meant. Even how we conduct our politics in this sense. I think that the question to ask is: Does it have–does his impact last for decades? Since FDR, we have not had a president like this. He wants to be involved in everything. FDR was involved in nearly everything.
David Brody: including commanders’ names?
Chuck Todd:: Who should be the CEO of Intel? You know, these are things the Republican Party’s previous representatives would have… lost. You know “How dare the government tell businesses what to do?” There’s almost a sense of acceptance. Right? That’s a real change.
